ESFRI - European Strategy Forum on Research Infrastructures
ESFRI was launched in April 2002 as a Strategy Forum on Research Infrastructures (RI) which brings together representatives of EU Member States and Associated States, appointed by Ministers in charge of Research, and one representative of the European Commission. ESFRI's objective is to identify and to address the scientific needs of research infrastructures in Europe for the next 10-20 years. Its mission is to support a coherent and strategy-led approach to policy-making on new and existing pan-European and global research infrastructures. ESFRI facilitates multilateral initiatives leading to the better use and development of research infrastructures, acting as an incubator for decision-making processes. As such, ESFRI contributes to the implementation of the Lisbon agenda by integrating national policies and providing Europe with the most up-to-date research infrastructures.
Fulfilling a request by the European Council of Research Ministers, an update of the ESFRI Roadmap was published in December 2008 (Update of the European Roadmap for Research Infrastructures). It presents new facilities tackling challenges in Environment, Energy and Health, while at the same time endorsing almost all the previous projects in the first edition, published in 2006 (European Roadmap for Research Infrastructures).
The Update of the Roadmap now identifies 44 research infrastructure initiatives, at various stages of development, in seven key research areas. Within the life sciences four new infrastructures have been identified covering the fields of Imaging, High Security Laboratories, Biological Resource Centres and High through-put screening platforms for small molecules.

These proposals will have the possibility to apply for funding in the 3. Call “construction of new research infrastructure (or major upgrades) – preparatory phase” in the Specific Programme "Capacities" of the Seventh Framework Programme.
The six projects, which have been published in the Roadmap 2006, already started their preparatory phase and are currently developing business and financial plans, including funding strategies. First indications show that the effects induced by the preparatory phase have a positive impact in order to move them forward towards construction.

The results of the work of the Biological and Medical Sciences Roadmap Working Group (BMS RWG) and the respective Expert Groups is published in the "Biological and Medical Sciences Roadmap Working Group Report 2008". It offers all relevant details and information of all projects which have been adopted for the update of the ESFRI-Roadmap. Within this report the BMS RWG also gives an overview on the history of research infrastructures in the BMS field, shows the needs for novel concepts for European infrastructures, describes the landscape of research infrastructures and finally identifies possible future fields for such initiatives, like biomedical engineering, agricultural research or Systems Biology.
The ESFRI BMS TWG
After the publication of the update of the ESFRI Roadmap in December 2008 the ESFRI Forum decided to set up Working Groups to analyse topical issues and to report to the Forum. These Thematic Working Groups (TWG) should further support the Forum in fulfilling its mandate, which is to support a coherent and strategy-led approach to policy-making on research infrastructures, and to facilitate multilateral initiatives leading to a better use and development of research infrastructures. As a consequence of the BMS RWG report, in which the group came to the conclusion to widen its scope to food and to incorporate more intensively the area of green biology, the composition of the newly formatted TWG has to mirror these topics. The members of the Thematic Working Group are nominated by the national delegations and are chaired by an ESFRI Member. Eckhart Curtius from the Federal Ministry of Education and Research Germany was renominated and again elected to hold the chairmanship. The actual list of the TWG members was agreed by ESFRI in June 2009. (Member of the ESFRI BMS Thematic Working Group).

ESFRI - European Strategy Forum on Research Infrastructures
ESFRI ist ein im April 2002 gegründetes Strategieforum für Forschungsinfrastrukturen (FI), das sich aus Vertretern der EU-Mitgliedsstaaten, der assoziierten Staaten sowie einem Vertreter der Europäischen Kommission zusammensetzt. ESFRI hat die Aufgabe, neue Forschungsinfrastukturmaßnahmen für den Zeitraum der nächsten 10-20 Jahre (den Bau neuer sowie den Ausbau bereits vorhandener FI) für Europa zu identifizieren und zu begleiten. Ziel ist es, die europäischen Forschungskapazitäten weiter auszubauen und dauerhaft an der Weltspitze zu etablieren. ESFRI wird hierbei eine tragende Rolle zukommen.
Im Oktober 2006 hat ESFRI die erste Europäische Roadmap für Forschungsinfrastrukturen mit insgesamt 35 Projekten aus den Wissenschaftsbereichen Physik, Lebenswissenschaften, Sozial- und Geisteswissenschaften und Umwelt verabschiedet. Der europäische Wettbewerbsrat hat ESFRI 2007 beauftragt, innerhalb von 2 Jahren die Roadmap weiterzuentwickeln und zu aktualisieren. Die erste Aktualisierung der Roadmap wurde im September 2007 von ESFRI beschlossen und im Dezember 2008 der Öffentlichkeit vorgestellt. Die Herausforderung für die an ESFRI beteiligten Partner in den kommenden Jahren wird sein, die Vorhaben der Roadmap umzusetzen. Von den 10 neuen Vorhaben in der aktualisierten Roadmap stammen vier aus dem Bereich „Biological and Medical Sciences“ (BMS). Sie decken bisher fehlenden Bereiche ab wie z.B. bildgebende Verfahren, Hochsicherheitslabore, Marine Ressourcen Center und Screening Plattformen für kleine, bioaktive Moleküle.

Die 6 lebenswissenschaftlichen Forschungsinfrastrukturen der ersten Generation, haben erfolgreich an der 1. Aussschreibung "construction of new research infrastructure (or major upgrades) preparatory phase" des Spezifischen Programms "Kapazitäten" teilgenommen und werden nun von der Europäischen Kommission in der Vorbereitungsphase gefördert, die der Realisierungsphase vorgeschaltet ist.

Die Biological and Medical Sciences Roadmap Working Group (BMS RWG) veröffentlichte im September 2008 ihren Report, in dem neben einer detaillierten Darstellung des Status Quo der sechs auf der Roadmap 2006 befindlichen Vorhaben, auch die vier neuen auf der Roadmap 2008 befindlichen Vorhaben aufgeführt sind. Ferner gibt dieser Bericht einen Überblick über die Entwicklung von FI im biologisch/medizinischen Kontext in Europa, beleuchtet die zukünftigen Bedürfnisse an FI seitens der Wissenschaftsgemeinschaft und zeigt Perspektiven und zukünftige Felder zur Implementierung von FI auf.
Die ESFRI BMS TWG
Nach der Veröffentlichung der aktualisierten Version der ESFRI Roadmap im Dezember 2008 entschied das ESFRI Forum zur Unterstützung seines Mandats verschieden thematisch ausgerichtete Arbeitsgruppen (Thematic Working Groups, kurz TWG) zu implementieren. Die Aufgabe dieser Gruppen besteht in der wissenschaftlichen und strategischen Unterstützung von ESFRI bei politischen Entscheidungsprozessen (vergl. "Terms of Reference"). Dabei übernehmen die TWGs eine wichtige Rolle bei der Unterstützung der Vorhaben und bilden die Schnittstelle zu den nationalen Ansprechpartner/innen sowie den relevanten Akteuren. Als Konsequenz aus dem von der BMS RWG vorgelegten Bericht von September 2008, in dem eine Erweiterung des Bereichs in Richtung „Ernährung“ und eine stärkere Einbindung der „grünen Biologie“ gefordert wurde, sollte sich diese Erweiterung auch in der Gruppenzusammensetzung widerspiegeln. Wie auch schon bei der Bildung der RWGs wurden die zukünftigen Mitglieder der TWGs von den Regierungen der jeweiligen Mitgliedsstaaten ernannt. Für den Vorsitz der BMS TWG wurde erneut Eckhart Curtius vom Bundesministerium für Bildung und Forschung (BMBF) Deutschland vorgeschlagen und gewählt. Die aktuelle Liste der TWG Mitglieder wurde im Juni 2009 von ESFRI bestätigt (Mitglieder der ESFRI BMS Thematic Working Group).

Das ESFRI BMS Sekretariat, das von der Nationalen Kontaktstelle Lebenswissenschaften gestellt wird, unterstützt Eckhart Curtius in seiner Funktion als Vorsitzender der BMS TWG sowohl inhaltlich als auch organisatorisch.
